Purpose of Position
To process agency bi-weekly payroll, payroll tax payment and related reports, annual tax filings, related payroll benefit tracking and reports both internal and external. To record and maintain agency payroll records in compliance with applicable Federal, State and Local regulations/guidelines. To assist Accounting Manager in recording payroll activity for agency financial statements.
Process agency bi-weekly payroll including:
Coordinating collection of timecards/timesheets
Data entry of all applicable bi-weekly payroll information
Verification of Status Change Forms and New Hire information each pay period including changes in employee cost centers, job position, pay rates, pay status, deductions, etc.is correctly entered in agency payroll/HR system
Verification of employee deduction/garnishments each pay period
Verification of employee holiday, vacation, sick, bonus or other pay each pay period
Timely transmission of payroll to processing company
Timely upload of ACH file to bank
Research and resolve issues with payroll
Calculate and print manual payroll checks as necessary
Assist Accounting Manager to process agency payroll taxes including:
Bi-weekly calculation and submission of Federal withholding and FICA taxes, State withholding Taxes
Monthly calculation and submission of Local withholding taxes
Quarterly reconciliation filing of Federal, State, Unemployment and other taxes as necessary
Annual reconciliation and filing of W-2 to employees, Federal, State and Local agencies.
Assist Accounting Manager to process agency payroll benefits including:
Bi-weekly calculation and submission of 403b deferrals and agency match.
Proper bi-weekly withholding of health, dental and voluntary benefit deductions (ie life, disability, etc).
Reconciliation of monthly benefit invoices to actual payroll deductions.
Calculate and process agency time off accrual reports
Process and distribute bi-weekly payroll reports to agency managers including: overtime reports, time off reports. Process other payroll related reports as needed for audits, special projects or financial reporting.
Assist Accounting Manager in bi-weekly payroll recording for agency financial statements.
Coordinate and maintain in an orderly manner all payroll related documents.
Assist with agency Waiver billing as needed.
Other duties as assigned.
Skills and Knowledge
Knowledge and experience in payroll processing including familiarity with Federal, State and Local Regulations including, but not limited to: FLSA, DOL, IRS, ACA, ERISA.
Knowledge of filing procedures, good organizational skills and good mathematical ability.
Knowledge of basic bookkeeping.
Knowledge of office procedures and practices.
Working knowledge of computers, data entry and familiarity with Solana Reporting, and Solomon AP preferred.
Associates Degree in Accounting or Business or applicable experience
Minimum two years' experience in hands on payroll processing
Minimum two years' experience in general office work with emphasis on data entry, office procedures, bookkeeping.
Experience with Microsoft Outlook, Work, Excel or similar office management software
